New EPA chief: Climate controls will help economy

WASHINGTON ? President Barack Obama's top environmental official wasted no time Tuesday taking on opponents of the administration's plan to crack down on global warming pollution.

In her first speech as the head of EPA, Gina McCarthy told an audience gathered at Harvard Law School in Cambridge, Mass., that curbing climate-altering pollution will spark business innovation, grow jobs and strengthen the economy.

The message was classic Obama, who has long said that the environment and the economy aren't in conflict and has sold ambitious plans to reduce greenhouse gases as a means to jumpstart a clean energy economy.

McCarthy signaled Tuesday that she was ready for the fight, saying that the agency would continue issuing new rules, regardless of claims by Republicans and industry groups that under Obama the EPA has been the most aggressive and overreaching since it was formed more than 40 years ago.

"Can we stop talking about environmental regulations killing jobs? Please, at least for today," said McCarthy, referring to one of the favorite talking points of Republicans and industry groups.

"Let's talk about this as an opportunity of a lifetime, because there are too many lifetimes at stake," she said of efforts to address global warming.

In Obama's first four years, the EPA has issued the first-ever limits on toxic mercury pollution from power plants, regulated greenhouse gases for the first time, and updated a host of air pollution health standards.

McCarthy acknowledged the agency had been the most productive in its history. But she said Tuesday that "we are not just about rules and regulations, we are about getting environmental improvement."

But improvement, she said, could be made "everywhere."

That optimistic vision runs counter to claims by Republican lawmakers and some industry groups that more rules will kill jobs and fossil fuel industries. The EPA under Obama has already put in place or proposed new rules to reduce carbon pollution from cars and trucks, large smokestacks, and new power plants ? regulations that McCarthy helped to draft as head of the air pollution office. Next on its agenda is the nation's existing fleet of coal-fired power plants, the largest single source of carbon dioxide left. Obama in a June speech gave the agency until June 2014 to draft those regulations.

"It is not supposed to be easy. It is supposed to be hard," McCarthy said of the road ahead. "I don't think it is my job out of the gate to know what the path forward is. It is my obligation to let those voices be heard and listen to them."

A panel in the Republican-controlled House recently signed off on a plan to cut the agency's budget by a third and attached a series of measures that McCarthy said "do everything but say the EPA can't do anything."

Yet, last week, in a victory, a federal court dismissed challenges brought by Texas and power companies to EPA's plans to regulate the largest sources of heat-trapping gases.

"Climate change will not be resolved overnight," she added. "But it will be engaged over the next three years ? that I can promise you."?

2013 Fantasy Football Running Back Rankings by Tier: The Elite

Gone are the days of running backs ruling the fantasy football universe, but there are several running backs who separate themselves from the pack. Coming away with one of these backs in a fantasy football draft should position any fantasy owner for a successful season.

Jamaal Charles, Kansas City Chiefs

Lost in Peterson?s incredible season was Jamaal Charles? similarly impressive return from his own knee injury. The Chiefs went away from Charles at times, but he still managed to produce 1,745 total yards.

With Andy Reid on board, don?t expect Charles to be overlooked. He should be particularly active catching the ball out of the backfield. Another season removed from injury, Charles should be even more explosive in 2013.

Arian Foster, Houston Texans

Foster has averaged 1,900 total yards and 15.7 touchdowns over the past three seasons. That level of success is ridiculous. He has, however, averaged 371 touches over the past three years. Ben Tate is a capable backup and the Texans have legitimate Super Bowl aspirations.

It would not be surprising to see Tate, who had 76 touches last year, to eat into Foster?s workload so the starter is fresh for the playoffs. That still shouldn?t keep Foster from being one of the top two fantasy running backs in the land.

Marshawn Lynch, Seattle Seahawks

Lynch has averaged 1,601 total yards and 12.5 touchdowns over the past two seasons. He had at least 85 yards rushing in 14 of 16 games last year. Lynch is as steady as they come as he has scored a touchdown in 20 of his last 28 games. He should be one of the first running backs off the board.

Doug Martin, Tampa Bay Buccaneers

Martin put together an unbelievable rookie season, compiling 1,926 total yards and 12 total touchdowns. He had 98 or more total yards in 10 of his last 12 games and he scored 11 touchdowns in his final 11 games. Martin also caught 49 passes on the year. With his strength and low center of gravity, he?s a difficult tackle and he has the speed and burst to score anytime he touches the ball.

Alfred Morris, Washington Redskins

Morris is coming off a 1,690 total yard, 13 touchdown season, but he does have the stigma of playing for Mike Shanahan. He does know a good thing when he sees it though. Shanahan did not hesitate to give Terrell Davis or Clinton Portis the ball. Morris had 85 total yards and/or a touchdown in 14 of 16 games. He could be more productive in the passing game, but that?s only a minor concern given his productivity.

Adrian Peterson, Minnesota Vikings

Peterson shook off a torn knee like it was a common cold en route to 2,314 total yards and 13 touchdowns. He has scored double-digit touchdowns every year. All Day is the perfect combination of power and speed. Weeks 7-15 he averaged 164 rushing yards and slightly over a touchdown.

Ray Rice, Baltimore Ravens

Rice produced 1,621 total yards and 10 touchdowns last year. He has averaged 1876 total yards and 9.8 touchdowns over the past four seasons. He?s particularly valuable in PPR league as he has averaged 69.5 receptions during that span. Bernard Pierce will cut into his touches, but that shouldn?t keep Rice from having another big year.

Trent Richardson, Cleveland Browns

Richardson had 1,317 total yards and 12 touchdowns despite dealing with knee, rib and ankle injuries. Norv Turner will not hesitate to give him the ball, which should lead to increased production.

The key will be for Richardson to stay healthy. Richardson had more bad games than the other backs on this list. He?s earned a spot on this last based on his season potential.

C.J. Spiller, Buffalo Bills

Spiller truly is a threat to take the ball to the house anytime he gets his hands on it. He averaged a ridiculous 6.0 yards per carry en route to 1,703 total yards on 250 touches. He has only reached 20 carries three times in his career, so we don?t know how he?ll hold up to a heavy workload. The other concern is the mere 16 career touchdowns.

Twelve laps into Sunday's Crown Royal presents the Samuel Deeds 400 at Indianapolis Motor Speedway, Dale Earnhardt brought his No. 88 Chevrolet SS to pit road.

It was a case of necessity being the mother of prevention.

Inexplicably, Earnhardt had a loose wheel when he started the opening run in the 20th NASCAR Sprint Cup Series race of the year. He had to bring the car to pit road to prevent a disastrous failure. When he left pit road, Earnhardt was a lap down at the tail end of the field.

"I'll tell you, you can't have a wheel come off here," Earnhardt said. "You're running that thing at 200 miles an hour at the end of the straightaway. You don't want to take any chances.

"We came in. (Crew chief) Steve (Letarte) said it was loose, and it was a good job and a good save."

The early stop put Earnhardt off sequence in the pits, but he persevered and regained track position by staying out under caution when most other drivers came to pit road on lap 82. Ultimately, he claimed a hard-fought sixth-place finish that solidified his fifth-place position in the NASCAR Sprint Cup standings.

But that doesn't mean Earnhardt wasn't worried when his wheel began shaking soon after the opening green flag.

"Yes, a little bit," he confessed. "But it's still a long race, and Steve is a good strategist, and we ended up all right. The car had good speed. We finished about where we should."

Before the race, Earnhardt learned of the death of his uncle, Randy Earnhardt, brother of his late father, Dale Earnhardt Sr.

Randy Earnhardt passed away Sunday at age 60 after a year-long battle against cancer.

"It was really tough," Earnhardt said after the race. "He helped me through a lot of challenges when I was trying to become a race car driver. He was there when I started driving late models. I went through the whole process of racing with Tony (Eury, Sr.) and all of them through the [Budweiser] car, Randy was always there.

"It's just very, very sad, but I am glad his suffering is over with. He is going to be missed. He was awesome, such an awesome guy. He kept things together [at Dale Earnhardt Inc.]. He was in charge of a lot of different things, mainly in charge of where every nut and bolt was. He was accountable for everything?

"He was loyal to Dad, and really looked after everything that was there and that was my father's and what would have been important to him as far as material things. Randy really looked after that. It's tough. It's part of life, and it's hard to get used to. I'm just glad his suffering is over with. He was having a real hard time. I loved him dearly and will miss him a lot."

NBA Free Agency: Mo Williams getting interest from Grizzlies, Heat and Spurs

The 10-year veteran will likely be taking a pay cut from last season as he garners interest from three contenders.

He's likely the best unrestricted free agent left on the market, but until recently Mo Williams was having trouble getting much attention from teams. However, Saturday, reports came out that Williams is receiving interest from several contenders including both NBA Finals teams from last season.

First, Barry Jackson of the Miami Herald wrote that the Miami Heat are after Williams. Later in the day, ESPN's Marc Stein reported the Memphis Grizzlies also has their eye on the 10-year veteran.

Meanwhile, Alex Kennedy of Hoopsworld confirmed Jackson's report of Miami's interest in Williams, adding that the San Antonio Spurs are in the mix for the sharpshooter. Miami would make a ton of sense and they have as much money to offer as the other three teams. The Heat can offer Williams their taxpayer Mid Level Exception, which is just over $3 million while San Antonio can offer just the minimum barring a sign-and-trade. Memphis has the Mid Level Exception left, but there's a question of how much of that they would use as they try to steer clear of the luxury tax.

Williams would be reunited with LeBron James. The two played together for two seasons in Cleveland, where Williams had two of the best years of his career. In both of those years, Williams shot right around 43 percent from three-point range.

DESSERT: Preview of Cheesecake Factory's S'mores Galore

The Cheesecake Factory's Toasted Marshmallow S'mores Galore features Hershey's chocolate cheesecake topped with chocolate ganache, toasted marshmallow topping, whipped cream and graham crackers.

The Cheesecake Factory?s Toasted Marshmallow S?mores Galore features Hershey?s chocolate cheesecake topped with chocolate ganache, toasted marshmallow topping, whipped cream and graham crackers.

The Cheesecake Factory will be holding its annual National Cheesecake Day promotion on July 30.

The restaurant chain will formally introduce its 2013 flavor, Toasted Marshmallow S?mores Galore, on that day.

But Facebook friends can order as a ?preview? on Monday, July 29. We got our own preview of S?more Galore on Friday at the Cheesecake Factory?s Riverside restaurant and discovered the dessert has many layers of goodness. Watch the video below.

The Cheesecake Factory will be selling slices of cheesecake at half price on National Cheesecake Day, including S?mores Galore, which regularly costs $7.95 a slice.

The half-price offer is also good on Monday for Facebook friends who want to preview S?mores Galore.

Last year?s creation, OREO Dream Extreme, will remain on the menu, according to Michael Prisco, bakery manager of the Riverside restaurant.

The Ultimate Red Velvet Cake Cheesecake, which was introduced in 2009, continues to be one of the most popular desserts on the menu, he said.

Prisco and his staff have previewed S?mores Galore as well, and he said it would go well with espresso or some other unsweetened coffee.

NH GOP Gets High-Profile Fundraising Help

Senators Rand Raul of Kentucky, Rob Portman of Ohio, Marco Rubio of Florida and John Thune of South Dakota will appear at a Washington, DC fundraiser for N.H. Republicans July 29th.

The event is being organized by N.H. Senator Kelly Ayotte.

Closer to home, 2008 GOP nominee Mitt Romney will headline a Wolfeboro fundraiser for the party August 6th.

Texas Senator Ted Cruz, meanwhile, will appear in Dublin August 26th.

All the guests but Romney are being spoken of as possible 2016 presidential candidates.

Their efforts on behalf of local republicans come at a time when the party?s finances could use a boost.

The most recent FEC reports showed the state Republican Committee had just $19,000 in the bank.

In a statement, NH republican chairman Jennifer Horn said? "the assistance from the senators will be remembered by conservative activists across the granite state." ??

Kidnapping suspects apprehended at golf course

FORT WRIGHT, KY (FOX19) -

Police have apprehended two men accused of stealing an SVU with a 4-year-old child inside early Thursday morning.

The carjacking occurred around 2:30 p.m. at a Speedway on Madison Pike in Fort Wright, according to police.

The men who stole the vehicle abandoned it near the Kroger in Fort?Mitchell after realizing that a child was in the car.

Authorities have reunited the girl with family and conducted a search for two suspects until about 5:15 a.m.

Around 6 a.m. police found the two suspects at the Fort Mitchell Driving Range. Both men face charges for kidnapping and auto theft.

The suspects' names have not been released.
