China's tallest building nears finish in Shanghai

SHANGHAI (AP) ? A topping-out ceremony was held Saturday for China's tallest building in the financial hub of Shanghai when the final beam was hoisted to the top of the skyscraper and installed in a flag-waving ritual.

At 632 meters (2,073 feet), the Shanghai Tower in the city's Pudong district is the world's second-tallest building, surpassed only by Dubai's Burj Khalifa, which soars 829.8 meters (2,722 feet).

After the ceremony, workers will move onto the building's interior construction. Once it is completed next year, the Shanghai Tower will have retail and office space, a luxury hotel and likely a museum.

"I'm very proud," Wu Weiming, who helped installed the last beam, told reporters.

Designed by U.S. architectural firm Gensler, the glass-and-steel, 121-story building takes on a transparent and spiral form.

China's booming economy has fuelled a building frenzy, including some of the world's tallest buildings. The Shanghai Tower replaces the Shanghai World Financial Center ? completed in 2008 ? as the country's highest building.

The Shanghai Tower is the last piece in a group of super-tall skyscrapers in Shanghai's Lujiazui Finance and Trade Zone, which includes the Shanghai World Financial Center and Jin Mao Tower, both among the tallest in the world.

And in the south-central city of Changsha, developers are in the midst of building Sky City, an 838-meter (2,749-foot) structure that would overtake Burj Khalifa.

This summer, China also unveiled the world's largest building in terms of floor space in the western city of Chengdu. The New Century Global Center edged out the previous record-holder, the Dubai airport.

    Agriculture was the biggest industry in 1863. Out of a population in the U.S. of almost 34 million, about half lived on a farm. Thanks to the patent system in the U.S., a farmer spending long hours breaking up soil for planting, or caring for flocks of sheep, could try and figure out a way to use machinery to make any of his tasks easier, quicker, cheaper or more profitable. A patent on such a machine could, and very occasionally did, bring in a lot of money. Most of these inventions, however, were simply impractical or too expensive. The concepts behind the agricultural machines of today, however, are pretty much the same ones that you can see in this slide show of inventions from 1863. Enjoy.

    'Love Potion No. 9' singer sues over Clovers' name

    WASHINGTON (AP) ? Harold Winley performed the hit song "Love Potion No. 9" with the R&B group The Clovers more than a half-century ago, but now the 80-year-old says another group is trying to keep him from performing using the Clovers name.

    Winley, now a Florida resident, says he was in his teens when he and four others started performing as The Clovers in the Washington area. The group played at the city's Apollo Theater, eventually signed with Atlantic Records and celebrated when "Love Potion No. 9" became their biggest hit in 1959.

    Two groups later performed as The Clovers, including one that trademarked the name in the 1980s. A dispute led to the lawsuit that was filed earlier this year in Washington. Both sides will meet Monday to try to work things out.

    SPORTS: Marathon: Long-distance visitor to run in marathon

    Brooke Duering will travel 4,267 miles by air one way to travel 13.1 miles by foot.

    Duering and her husband, Alex, live in Dusseldorf, Germany.

    Her parents, Gary Nienaber and Jan Nugent, live in Columbus.

    Brooke Duering already had planned to visit Columbus this fall, so she will include running in the Sept. 28 Mill Race Marathon on her visit?s to-do list.

    She?s arriving with a friend.

    Duering, 32, has been running for more than 10 years and has completed five half-marathons in Indianapolis and Chicago.

    ?I am very pleased to see Columbus hosting such events and am glad that I am able to support it by participating,? Duering said.

    A 1999 Columbus North High School graduate, Duering was working as a social worker in a physical rehabilitation hospital in Chicago before moving to Germany with her husband for his job. They have a year-old son, Heinrich.

    This summer, she has been running and biking several times a week, enjoying the European countryside while gradually increasing her mileage.

    ?Germany has an excellent system of pedestrian trails, so I can always find a part of the city or nature to explore,? she said.

    According to the Coeur d?Alene Press, Shea ? an Assistant Republican Floor Leader ? told the crowd to be ready for an impending government takeover after the U.S. economy falls apart:

    The Southern Poverty Law Center has identified the Oath Keepers, a group that encourages military and public safety officials to refuse to obey any order they deem unconstitutional, as part of a new wave of militias.

    Florida declares two butterfly species extinct as pollinator crisis worsens

    Conservationist?s faced a crushing blow last month as two butterfly species native to Florida were declared extinct.

    "Occasionally, these types of butterflies disappear for long periods of time but are rediscovered in another location," said Larry Williams, U.S. Fish and Wildlife state supervisor for ecological services. We think it?s apparent now these two species are extinct."

    Neither species has been seen in any environment for at least nine years, the latter of the two not being seen since 2000. This calamity is only made worse by the fact that so much could have been done in order to save these creatures. The first species, the Zestos skipper butterfly (Epargyreus zestos oberon), had strong bodies with large black eyes and large wings that were adorned with spots that looked like eyes. While the Zestos skipper was visibly declining in its environment, the subspecies was denied access to the U.S.?s Endangered Species Act (ESA) because of the confusion between it and other skipper species in the Bahamas. In the end, what was thought to be a bountiful reserve in the Bahamas proved to be a completely different species. By the time the mistake was realized it proved too late.

    The Rockland grass skipper butterfly (Hesperia meskei pinocayo), an amber golden insect with club like antenna and black eyes, was similarly thought to be making a comeback as the species that had not been seen since the 80?s was spotted back in 2000. But is now believed extinct.

    The extinction of these animals "serves as a wake-up call that we really need to intensify our efforts to save other imperiled butterflies," according to Williams.

    Both species vanished almost overnight as conservationists and scientists realized that the abundant populations of these species simply did not exist.

    The extinction of these species may have far-reaching environmental repercussion. One of the most important ecological services performed by butterflies is pollination Ninety percent of plants on our planet require pollinators in order to reproduce, and butterflies are a key part of this process for many plants. While not regularly known as keystone pollinators, butterflies are actually capable of dispersing pollen farther than honeybees since they don?t have to return to a hive with the pollen they have collected.

    Butterflies also serve as crucial indicator species. Because of their short life cycles and close reliance on the climate, butterflies are excellent indicators of environmental stress. The extinction of both these species in such a short span is a clear sign of degradation. Researchers believe that habitat loss likely played a key role in these species? loss. In addition, extreme weather events such as hurricanes or droughts--while before would only help to regulate the population--may now directly cause extinction in much reduced population numbers.

    The extinction of the Zestos skipper and the rockland grass skipper marks a new contribution towards the ever-worsening pollinator crisis. The same factors that led to their extinction, such as a growing human population and a dwindling natural habitat for animals, is only exacerbated with every year.

    University of Minnesota, Teach for America partnership talks run into opposition

    The University of Minnesota and Teach for America say a possible partnership at the center of ongoing talks could break new ground in teacher preparation. But a vocal group of opponents on campus and beyond is not convinced.

    Teach for America, the 20-year-old nonprofit that deploys recent college graduates to low-income schools, approached the university's College of Education and Human Development this year.

    The two sides say they are discussing a Teach for America program that would offer beefed-up coaching and training beyond the five-week "summer institute" recruits attend before entering the classroom. Now, Teach for America teachers can participate in a certification program at St. Paul's Hamline University during their two-year commitment to the nonprofit.

    "I'm very excited about the possibility of doing something new that builds upon what we've learned over time at Teach for America," said Crystal Brakke, the group's Twin Cities executive director.

    But some of the college's graduate students balk at the idea. They say a U partnership with Teach for America would cheapen the years of study and training traditional education students invest in their careers.

    "It would be a slap in the face of the students in the teacher education program who are pursing their licenses," said Erin Dyke, a doctoral student.

    Some students are working to promote broader pushback. A group of Minneapolis teachers has joined in by urging colleagues to boycott the U's teacher prep program if it signs on with Teach for America.

    SEEKING PARTNER

    The nonprofit has already met some resistance in Minnesota. At the urging of the state teacher's union, Gov. Mark Dayton this year vetoed money the Legislature earmarked to expand the program. This summer, the state's Board of Teaching denied a group license waiver for this fall's crop of Teach for America recruits.

    On Friday, the board meets to consider individual license waivers for 14 Teach for America participants and the nonprofit's partnership with Hamline, considered an experimental program subject to annual review.

    Some high-profile Teach for America supporters, such as state Sen. Terri Bonoff, DFL-Minnetonka, have decried what they see as a push to block motivated would-be teachers. Since coming to Minnesota in 2009, Teach for America has placed 72 members in the Minneapolis district and Twin Cities charter schools.

    Teach for America began considering a partnership with traditional Minnesota teacher education programs after the approval of a 2011 bill to explore alternative paths to teacher licensure. Brakke said the organization is also talking with other public and private teacher prep programs in the state, although she would not name them.

    The U's education dean, Jean Quam, hosted two forums for college students and faculty. She has met or spoken with some 80 people about the proposed partnership, including representatives from Education Minnesota, the state teacher's union.

    "She wants to make sure she makes the most informed decision possible," said U spokesman Steven Henneberry.

    The reaction has not been uniformly negative. Kevin Dorn, a U doctoral student and alumnus of Teach for America and the College of Education, wrote to the campus newspaper in support of the partnership. He argues it would bring innovation and a more diverse group of students to the teacher prep program.

    "The unfortunate reality is that the current system is failing many students in Minnesota," he said.

    Quam has also consulted with colleagues at the University of Michigan and University of Washington, which have launched Teach for America programs.

    Since 2010, the University of Michigan has hosted a two-year interim certification program for Teach for America recruits teaching in Detroit, mostly at charter schools struggling to hire qualified teachers. Participants take evening coursework and get guidance from a Teach for America coach and a university instructor.

    Kendra Hearn, the university coordinator of the program, said the extra support for Teach for America teachers has paid off in better retention: Of the 72 recruits in the first class, 85 percent completed the program, and 67 percent stayed for a third year of study, though a larger percentage likely remain in the classroom.

    VOCAL OPPOSITION

    To some graduate students at the University of Minnesota, such a partnership would endorse the idea that weeks of training and the two-year commitment Teach for America requires are sufficient.

    Minnesota does not suffer from a teacher shortage, students say, and its low-income students more than anyone need educators with extensive preparation dedicated to the profession long-term.

    "People with very little training being dropped into vulnerable communities of color seems like a very dangerous model," said Angela Coffee, a doctoral candidate.

    The students penned a petition opposing a Teach for America program on campus. It has garnered more than 300 signatures. The group is also working to elicit commitments from faculty and fellow grad students that they would keep Teach for America recruiters out of their classrooms this coming academic year.

    Now, Coffee says, "Our movement is growing beyond graduate students."

    A group of Minneapolis teachers have their own online petition, urging colleagues to refuse to mentor all U student-teachers if the university signs on with Teach for America. The teachers met with Quam to argue a Teach for America alliance would undermine the university's traditional degree programs, said Robert Panning-Miller, a veteran teacher and former president of the district's educator union.

    Those opposed also plan to appeal to U President Eric Kaler, its Board of Regents and College of Education donors.

    "If we want to build a strong teaching force in Minnesota, the last thing we need is a shortcut to the classroom," Panning-Miller said.

    Brakke says about 50 percent of teachers in Minnesota's first Teach for America cohort remain in the classroom five years later. She rejects the idea that Teach for America sends its recruits into Twin Cities schools unprepared: She points to the 300 hours of training the program packs in five weeks of summer institute and three weeks of local training before schools starts, in addition to ongoing mentoring.

    It is not clear how partnering with the U would affect its relationship with Hamline. If an agreement with the U is reached, Brakke said, Teach for America would determine whether to keep both programs going.

    Henneberry said the U hopes to wrap up negotiations before the start of the academic year, but there is no set timeline.

    The graduate students and Panning-Miller said their efforts won't cease if a deal is reached. But, Panning-Miller said, "Our hope is to stop it before it happens."

    ROCKFORD (WIFR) -- A Stateline mom didn't want her son's disability to stop him from playing baseball, so she started her own league. A few years later, more than 100 local athletes now play Buddy Baseball.

    Buddy Baseball is a league for kids between 8 and 21 who have mental and physical disabilities. They're paired with volunteers who help them hit the ball, run the bases, and hopefully, win the game. Five years ago, Sheri White partnered with the Rockford Park District to get this program off the ground.

    "I have a son who wanted to play baseball but had difficulty managing in some of the organized leagues and he wasn?t able to play competitively. I felt he needed a game where he could play with a pinch runner and we developed this idea," says Sheri White.

    Ironically, her son didn't play that first year, but dozens of other kids did, including Jimmy Prebula. The 12-year-old plays for the Lightning Bolts this season. He's paired with another jimmy, 17 year-old Jimmy Mann, and the two say they have a blast playing ball together. Playing against the Jimmys is Ryan McAdams and his buddy Jessie Bererra. Ryan has cerebral palsy and sometimes has a hard time communicating, but it's not hard to tell how much he enjoys buddy baseball.

    "He loves to give hugs and high fives and he loves to hear the crowd cheer for him, but he always comes back and bats and listens eventually," says Jessie Bererra.

    Jessie, Ryan, and their team, the Tigers didn't win Wednesday night's match up, but no one really loses when they play buddy baseball.

    The teams play a final set of games next Wednesday night at Aviators Stadium. Anyone who wants to cheer them on is invited to attend.

    Cissy Houston wasn't the only one penning an open letter on Wednesday. Nick Cannon, host of "America's Got Talent," released his own screed ? but this one directed at his "sister," Amanda Bynes, asking her to "Call me!"

    Cannon and Bynes appeared together on Nickelodeon's "All That" in the 1990s, and it's clear he still has some affection for the actress, who has recently gotten into a number of bizarre incidents, some of which involved run-ins with the law. (On July 23 she was detained for a mental health evaluation in Los Angeles after she reportedly sparked a fire in a residential driveway.)

    The note does start out directly referring to Bynes, whose actions have apparently prompted a number of people to ask Cannon what is going on with her. "I have been hit with an onslaught of questions about someone I consider family, someone I watched grow up, and someone I genuinely feel is one of the most pleasant human beings I have had the pleasure of meeting, Amanda Bynes," he writes.

    But after she was taken in for a psychiatric evaluation, he said he could no longer brush off those questions with a "playful humorous manner." His note then turns more general (and yet somehow more personal; Cannon clearly knows of what he speaks) as he tries to explain the process by which a young person can get lost once the entertainment industry spotlight fades after an initial brush with fame.

    "Imagine your parents, teachers, and employers NEVER telling you NO," he writes (emphasis is Cannon's). "Anything you ask for or want, the world gives you, at some point you are bound to self-destruct. I call this 'access to excess'. I?ve seen it happen to many of my friends and colleagues young and old.... It?s all a dangerous addiction. When there is no balance in your life a person will always become victim to their reality or lack thereof."

    Someone who becomes that kind of victim, he adds, can end up under a different kind of public and media scrutiny, which is another issue. "It's like if you have a delicate piece of tissue under the sun, that tissue is under INTENSE heat with nowhere to escape but once you place a magnifying glass over that tissue, it?s bound to instantly burn up in flames," he writes.

    He ends by circling back around to Bynes, telling her "you're not alone. I'm here for you. I understand. I care and appreciate you, because that?s what family does and that?s what family is for.... I?m here! Call me! Because I truly believe, the hand you?re helping up today may be the one you?re reaching for tomorrow."

    Bynes has not yet responded on?Twitter to the note.

    99% 20 Feet From Stardom

    The movie takes its cues from Standing in the Shadows of Motown, another act of pop-culture revisionism that tried to give musical credit where it was due.

    Just about everything in this movie is right. And anybody who gives a rip about unsung heroines of popular music and giving credit when credit's overdue had better come up with a good excuse not to see it.

    You may never hear the Rolling Stones's Gimme Shelter the same way again after hearing Jagger's and Clayton's separate accounts of the recording of the song.

    The enthusiasm and love of music on display is just unavoidable. "20 Feet" may not get the whole story, but it gets some good ones.

    Music documentarian Morgan Neville uses a mix of live interviews and archival footage to let the singers, and their music, tell their stories of vocal triumph and thwarted ambition.

    You know all those doo-doo-doos and whoa-whoas-whoas you hear in pop hits? Without them, supplied by the likes of Darlene Love and Merry Clayton, you likely wouldn't be singing along to the songs you hear on your car radio.

    I guess it leaves us with the message not everyone is destined to be a star, for one reason or another.

    Although a few white and male backup singers appear, the film becomes a de facto chronicle of the experiences of many African-American women in show business, who -- like their counterparts in less high-profile jobs -- often are undervalued and exploited.

    In a way, critics are the backup singers of film.

    20 Feet From Stardom will be highly entertaining to anyone who ever let a needle drop into a '70s-era groove.

    Neville does a good job of highlighting songs that are especially characterized by backup singers, like Lou Reed's 'Walk on the Wild Side,' and introducing us to some of the 'unsung' talent that made those hits possible.

    This fantastic glimpse into the lives of background singers, old and new, directed by Morgan Neville, is completely mesmerizing.

    It is a total pleasure, a rare treat, to listen and watch old footage of these indispensable performers belt out their melodies and harmonies. They are truly pioneers that helped shape the world of music for generations to come.

    This is a fascinating doc for pop, soul, R&B and rock fans, for it peels back the often unfair layers of the music business like the skins on an onion. Sometimes, it'll make you cry to witness how terribly these talents were treated.

    It's important to finally put names and faces to the voices of these women because, without them, countless songs would sound horrible.

    Neville's greatest strength is as a historian, able to sort through a wealth of details to find the pieces he needs to tell one clear, compelling story.

    Salutes songs that wouldn't work without the back-ups and, in effect, turn us all into back-up singers.

    Not the deepest documentary you're likely to come across this year -- in fact, it's not deep at all -- but it may well be the most enjoyable one.

    The transcendent joy and agonizing heartbreak of making music - and trying to make it in music - have seldom been captured as vividly as in "20 Feet from Stardom."

    If music has the power to connect, "Twenty Feet From Stardom" shows it's those backup voices making the connection.

    Limbaugh said that after the Tea Party was created in time for the 2010 midterm elections, Republicans "cleaned the Democrats' clocks."

    "If you go back and look at the 2010 midterms, that was one of the biggest shellackings the Democrat Party's had in a long time," he?said?on Fox News's On The Record?on Tuesday. "The Republicans took back the House of Representatives, but the Democrats lost a total nationwide all the way down-ballot of over 600 seats. And it was because of 'ObamaCare' and the rising debt and the fact that nobody was opposing it and nobody's stopping it."

    Limbaugh said the voters that showed up in 2010 did not show up for Republican presidential nominee Mitt Romney in 2012, and that is "illustrative of the problem the Republican Party that faces. The people that sat home, if you look at the polling data, it was mostly white Republican voters that stayed home, mostly conservative, dissatisfied with the Republican Party's rejection of conservatism, another nominee that they weren't excited about."

    "That 2010 vote was all anti-Obama. It was all anti-debt. It was all anti-health care. It was all anti-the Democrat Party," he said. "They were simply saying, Ain't no way, no way, don't want any part of this. And so I expected that that same turnout would happen in 2012, and it didn't.

    He said it was "amazing" the "Republican Party didn't even make an effort to capitalize on that! Here you have a national uprising in opposition to Barack Obama, and the Republicans acted like they didn't want any part of the Tea Party, either!"

    "The consultants and the powers that be did everything they could to diminish the Tea Party," Limbaugh said. "If I were the Republican Party, I would have embraced those people. I would have brought them into the fold and I would have done what I could to keep them as donors, as voters."

    He continued, "the Republican Party had no desire. So--and I think 2012 and the campaign--some of those Republican voters felt that and saw it and said, 'OK, well, if you're not interested in our assistance and if you're not interested in what we think and our view of the country, we'll sit at home. To heck with it.'"

    Limbaugh said Tea Party members, who are regular Americans from all walks of life, are "demonized because they don't understand the politics and they're not of Washington and they can't be controlled." Former Alaska Gov. Sarah Palin, whose endorsement carries enormous weight in Republican primaries, has repeatedly criticized the Republican establishment for not embracing a Tea Party movement that also appealed to independent working class Reagan Democrats in 2010.

    "There's a really unfortunate thing happening with the Republican Party," Limbaugh said. "As a conservative, it appears to me the Republican Party is trying to push itself away from its conservative base on a number of issues."

    Limbaugh said in the same interview that the two conservatives he admired for their fearlessness were Palin and Sen. Ted Cruz (R-TX).

    ?clair means the flash of lightning in French. This sweet dish originated in France in 19th century and was called as the ?pain la duchesse ?or as petite duchesse. Many food historians opine that it was first created by a popular pastry chef of French Royalty Marie Antoine Careme. This is an ideal treat for all ages.

    Ingredients:
    Butter ? ? cup
    Water ? 1 cup
    All purpose flour ? 1 cup
    Salt ? 1 cup
    Salt ? ? tsp
    Eggs ? 4
    Vanilla pudding mix ? 1 pack
    Cold milk ? 2 ? cups
    Heavy cream ? 1 cup
    Confectioner?s sugar ? 1 tsp
    Vanilla extract ? 1 tsp
    Semisweet chocolate ? 2 squares
    Butter ? 2 tbsp
    Confectioners? sugar ? 1 cup
    Vanilla extract ? 1 tsp
    Hot water ? 3 tbsp

    French Chocolate ?clairs
    Method:

    1. Preheat oven to 350 degrees F and take a cookie sheet and grease it.
    2. In a sauce pan, mix well the ? cup butter and water and boil well. Now reduce the flame and add the flour and salt.
    3. Stir well until the mixture leaves the sides and becomes stiff dough. Remove from heat.
    4. Add eggs one by one after beating each well and spoon the dough in a piping bag and pipe it in to 1 ? X 4 inch strips.
    5. Bake this in preheated oven for 15 minutes and then reduce the heat to 325 ?F and bake 20 minutes more. Cool well on a wire rack.
    6. Mix the pudding mix and milk according to instructions on the pack. Now mix the cream after beating it until it forms like a peak along with ? cup and add vanilla.?
    7. Make cuts in the baked pastry and fill it with the pudding mix.
    8. Melt the chocolate and 2 tbsp butter in a sauce pan and add I tsp vanilla and confectioner?s sugar and stir well. Cool it and apply over the filled ?clairs. Chill and serve.

    BP's profits still being buffeted by Gulf of Mexico oil spill

    Estimating BP's quarterly profits has suddenly become a finger-in-the-air affair. One factor is the tax rate, which exploded to 45% in the latest period, driven by the interplay of various currencies.

    The Russian angle is also confusing after last year's cash-plus-shares sale of the 50% share in TNK-BP to Rosneft, which left BP with an enlarged stake in the latter. Earnings from the 19.75% stake in the Russian energy titan are harder to read and disappointed this time. Now the truly wild element approaches ? increases to the fund established to compensate victims of the 2010 oil spill in the Gulf of Mexico.

    The $20bn (?13bn) trust fund is close to being exhausted by claims, with only $300m of capacity remaining. Once that is earmarked for payment, charges will go straight onto BP's profit and loss account. Are we are talking an extra $1bn, $2bn, $5bn or more?

    It's anybody's guess, since BP believes the fund is being bombarded by "fictitious" claims generated by greedy lawyers and agreed by a court-appointed administrator with an overly loose interpretation of what constitutes a victim and a legitimate economic loss.

    Sympathy for BP is in order. The company did the responsible thing in agreeing a settlement that allowed compensation to be paid quickly. What's more, the size of the fund looked to be more than adequate at the time. Nor have assessments of the environmental damage been reappraised radically. BP chief executive Bob Dudley is right to be furious if the fund has become a gravy-train for Louisiana lawyers.

    The problem for BP is that attempts to restore sanity, as it would see it, to the administration of the fund have got nowhere so far. The legal battle grinds on with no end in sight. Until the chapter is closed, BP's shares look stuck around the 450p mark. Production from new oil and gas assets is strong but the BP story is still all about events in US courtrooms.

    New EPA chief: Climate controls will help economy

    WASHINGTON ? President Barack Obama's top environmental official wasted no time Tuesday taking on opponents of the administration's plan to crack down on global warming pollution.

    In her first speech as the head of EPA, Gina McCarthy told an audience gathered at Harvard Law School in Cambridge, Mass., that curbing climate-altering pollution will spark business innovation, grow jobs and strengthen the economy.

    The message was classic Obama, who has long said that the environment and the economy aren't in conflict and has sold ambitious plans to reduce greenhouse gases as a means to jumpstart a clean energy economy.

    McCarthy signaled Tuesday that she was ready for the fight, saying that the agency would continue issuing new rules, regardless of claims by Republicans and industry groups that under Obama the EPA has been the most aggressive and overreaching since it was formed more than 40 years ago.

    "Can we stop talking about environmental regulations killing jobs? Please, at least for today," said McCarthy, referring to one of the favorite talking points of Republicans and industry groups.

    "Let's talk about this as an opportunity of a lifetime, because there are too many lifetimes at stake," she said of efforts to address global warming.

    In Obama's first four years, the EPA has issued the first-ever limits on toxic mercury pollution from power plants, regulated greenhouse gases for the first time, and updated a host of air pollution health standards.

    McCarthy acknowledged the agency had been the most productive in its history. But she said Tuesday that "we are not just about rules and regulations, we are about getting environmental improvement."

    But improvement, she said, could be made "everywhere."

    That optimistic vision runs counter to claims by Republican lawmakers and some industry groups that more rules will kill jobs and fossil fuel industries. The EPA under Obama has already put in place or proposed new rules to reduce carbon pollution from cars and trucks, large smokestacks, and new power plants ? regulations that McCarthy helped to draft as head of the air pollution office. Next on its agenda is the nation's existing fleet of coal-fired power plants, the largest single source of carbon dioxide left. Obama in a June speech gave the agency until June 2014 to draft those regulations.

    "It is not supposed to be easy. It is supposed to be hard," McCarthy said of the road ahead. "I don't think it is my job out of the gate to know what the path forward is. It is my obligation to let those voices be heard and listen to them."

    A panel in the Republican-controlled House recently signed off on a plan to cut the agency's budget by a third and attached a series of measures that McCarthy said "do everything but say the EPA can't do anything."

    Yet, last week, in a victory, a federal court dismissed challenges brought by Texas and power companies to EPA's plans to regulate the largest sources of heat-trapping gases.

    "Climate change will not be resolved overnight," she added. "But it will be engaged over the next three years ? that I can promise you."?

    2013 Fantasy Football Running Back Rankings by Tier: The Elite

    Gone are the days of running backs ruling the fantasy football universe, but there are several running backs who separate themselves from the pack. Coming away with one of these backs in a fantasy football draft should position any fantasy owner for a successful season.

    Jamaal Charles, Kansas City Chiefs

    Lost in Peterson?s incredible season was Jamaal Charles? similarly impressive return from his own knee injury. The Chiefs went away from Charles at times, but he still managed to produce 1,745 total yards.

    With Andy Reid on board, don?t expect Charles to be overlooked. He should be particularly active catching the ball out of the backfield. Another season removed from injury, Charles should be even more explosive in 2013.

    Arian Foster, Houston Texans

    Foster has averaged 1,900 total yards and 15.7 touchdowns over the past three seasons. That level of success is ridiculous. He has, however, averaged 371 touches over the past three years. Ben Tate is a capable backup and the Texans have legitimate Super Bowl aspirations.

    It would not be surprising to see Tate, who had 76 touches last year, to eat into Foster?s workload so the starter is fresh for the playoffs. That still shouldn?t keep Foster from being one of the top two fantasy running backs in the land.

    Marshawn Lynch, Seattle Seahawks

    Lynch has averaged 1,601 total yards and 12.5 touchdowns over the past two seasons. He had at least 85 yards rushing in 14 of 16 games last year. Lynch is as steady as they come as he has scored a touchdown in 20 of his last 28 games. He should be one of the first running backs off the board.

    Doug Martin, Tampa Bay Buccaneers

    Martin put together an unbelievable rookie season, compiling 1,926 total yards and 12 total touchdowns. He had 98 or more total yards in 10 of his last 12 games and he scored 11 touchdowns in his final 11 games. Martin also caught 49 passes on the year. With his strength and low center of gravity, he?s a difficult tackle and he has the speed and burst to score anytime he touches the ball.

    Alfred Morris, Washington Redskins

    Morris is coming off a 1,690 total yard, 13 touchdown season, but he does have the stigma of playing for Mike Shanahan. He does know a good thing when he sees it though. Shanahan did not hesitate to give Terrell Davis or Clinton Portis the ball. Morris had 85 total yards and/or a touchdown in 14 of 16 games. He could be more productive in the passing game, but that?s only a minor concern given his productivity.

    Adrian Peterson, Minnesota Vikings

    Peterson shook off a torn knee like it was a common cold en route to 2,314 total yards and 13 touchdowns. He has scored double-digit touchdowns every year. All Day is the perfect combination of power and speed. Weeks 7-15 he averaged 164 rushing yards and slightly over a touchdown.

    Ray Rice, Baltimore Ravens

    Rice produced 1,621 total yards and 10 touchdowns last year. He has averaged 1876 total yards and 9.8 touchdowns over the past four seasons. He?s particularly valuable in PPR league as he has averaged 69.5 receptions during that span. Bernard Pierce will cut into his touches, but that shouldn?t keep Rice from having another big year.

    Trent Richardson, Cleveland Browns

    Richardson had 1,317 total yards and 12 touchdowns despite dealing with knee, rib and ankle injuries. Norv Turner will not hesitate to give him the ball, which should lead to increased production.

    The key will be for Richardson to stay healthy. Richardson had more bad games than the other backs on this list. He?s earned a spot on this last based on his season potential.

    C.J. Spiller, Buffalo Bills

    Spiller truly is a threat to take the ball to the house anytime he gets his hands on it. He averaged a ridiculous 6.0 yards per carry en route to 1,703 total yards on 250 touches. He has only reached 20 carries three times in his career, so we don?t know how he?ll hold up to a heavy workload. The other concern is the mere 16 career touchdowns.

    Twelve laps into Sunday's Crown Royal presents the Samuel Deeds 400 at Indianapolis Motor Speedway, Dale Earnhardt brought his No. 88 Chevrolet SS to pit road.

    It was a case of necessity being the mother of prevention.

    Inexplicably, Earnhardt had a loose wheel when he started the opening run in the 20th NASCAR Sprint Cup Series race of the year. He had to bring the car to pit road to prevent a disastrous failure. When he left pit road, Earnhardt was a lap down at the tail end of the field.

    "I'll tell you, you can't have a wheel come off here," Earnhardt said. "You're running that thing at 200 miles an hour at the end of the straightaway. You don't want to take any chances.

    "We came in. (Crew chief) Steve (Letarte) said it was loose, and it was a good job and a good save."

    The early stop put Earnhardt off sequence in the pits, but he persevered and regained track position by staying out under caution when most other drivers came to pit road on lap 82. Ultimately, he claimed a hard-fought sixth-place finish that solidified his fifth-place position in the NASCAR Sprint Cup standings.

    But that doesn't mean Earnhardt wasn't worried when his wheel began shaking soon after the opening green flag.

    "Yes, a little bit," he confessed. "But it's still a long race, and Steve is a good strategist, and we ended up all right. The car had good speed. We finished about where we should."

    Before the race, Earnhardt learned of the death of his uncle, Randy Earnhardt, brother of his late father, Dale Earnhardt Sr.

    Randy Earnhardt passed away Sunday at age 60 after a year-long battle against cancer.

    "It was really tough," Earnhardt said after the race. "He helped me through a lot of challenges when I was trying to become a race car driver. He was there when I started driving late models. I went through the whole process of racing with Tony (Eury, Sr.) and all of them through the [Budweiser] car, Randy was always there.

    "It's just very, very sad, but I am glad his suffering is over with. He is going to be missed. He was awesome, such an awesome guy. He kept things together [at Dale Earnhardt Inc.]. He was in charge of a lot of different things, mainly in charge of where every nut and bolt was. He was accountable for everything?

    "He was loyal to Dad, and really looked after everything that was there and that was my father's and what would have been important to him as far as material things. Randy really looked after that. It's tough. It's part of life, and it's hard to get used to. I'm just glad his suffering is over with. He was having a real hard time. I loved him dearly and will miss him a lot."

    NBA Free Agency: Mo Williams getting interest from Grizzlies, Heat and Spurs

    The 10-year veteran will likely be taking a pay cut from last season as he garners interest from three contenders.

    He's likely the best unrestricted free agent left on the market, but until recently Mo Williams was having trouble getting much attention from teams. However, Saturday, reports came out that Williams is receiving interest from several contenders including both NBA Finals teams from last season.

    First, Barry Jackson of the Miami Herald wrote that the Miami Heat are after Williams. Later in the day, ESPN's Marc Stein reported the Memphis Grizzlies also has their eye on the 10-year veteran.

    Meanwhile, Alex Kennedy of Hoopsworld confirmed Jackson's report of Miami's interest in Williams, adding that the San Antonio Spurs are in the mix for the sharpshooter. Miami would make a ton of sense and they have as much money to offer as the other three teams. The Heat can offer Williams their taxpayer Mid Level Exception, which is just over $3 million while San Antonio can offer just the minimum barring a sign-and-trade. Memphis has the Mid Level Exception left, but there's a question of how much of that they would use as they try to steer clear of the luxury tax.

    Williams would be reunited with LeBron James. The two played together for two seasons in Cleveland, where Williams had two of the best years of his career. In both of those years, Williams shot right around 43 percent from three-point range.

    DESSERT: Preview of Cheesecake Factory's S'mores Galore

    The Cheesecake Factory's Toasted Marshmallow S'mores Galore features Hershey's chocolate cheesecake topped with chocolate ganache, toasted marshmallow topping, whipped cream and graham crackers.

    The Cheesecake Factory?s Toasted Marshmallow S?mores Galore features Hershey?s chocolate cheesecake topped with chocolate ganache, toasted marshmallow topping, whipped cream and graham crackers.

    The Cheesecake Factory will be holding its annual National Cheesecake Day promotion on July 30.

    The restaurant chain will formally introduce its 2013 flavor, Toasted Marshmallow S?mores Galore, on that day.

    But Facebook friends can order as a ?preview? on Monday, July 29. We got our own preview of S?more Galore on Friday at the Cheesecake Factory?s Riverside restaurant and discovered the dessert has many layers of goodness. Watch the video below.

    The Cheesecake Factory will be selling slices of cheesecake at half price on National Cheesecake Day, including S?mores Galore, which regularly costs $7.95 a slice.

    The half-price offer is also good on Monday for Facebook friends who want to preview S?mores Galore.

    Last year?s creation, OREO Dream Extreme, will remain on the menu, according to Michael Prisco, bakery manager of the Riverside restaurant.

    The Ultimate Red Velvet Cake Cheesecake, which was introduced in 2009, continues to be one of the most popular desserts on the menu, he said.

    Prisco and his staff have previewed S?mores Galore as well, and he said it would go well with espresso or some other unsweetened coffee.
